"Disrupt and Conquer" quest won't start.
I've reported this twice, but still not fixed after Patch 4.

What we need!
Date and time the incident started
Have you loaded previous saves
Does it happen to a new character?
attach as many save files you can since it started happening
Just attach the saves to the thread so that we can pass along these to the team!
Also, SCSLabs have you loaded up previous saves and tried to fast travel to another location, do another quest, etc to see if it triggers as it should?

Date and time the incident started: I didn't realize it was a bug for sure until I was 3/4 the way through the game, so I don't know. It probably occurred between patch 1 and 2. So yes, I have played most of the rest of the game since then, fast traveled, done all the quests, etc.
Have you loaded previous saves: See above. Any saves prior to the quest not starting were long gone by about 50 hours of play.
Does it happen to a new character? I have no intent of playing 20 hours of a new character just to confirm if I can recreate it. Sorry.
I've attached my last auto-save, which should be at the fast travel point nearest the memory start. The rest of my saves are not earlier enough to matter.
