This is an ongoing issue for a number of us. I preordered the same as you, Deluxe version through the EA app, and I have never had access to the bonus items. I saw the bonus items chest once, ONCE, and it was empty.
Thankfully there are mods out there so that I can still play and enjoy the game, but I REALLY want those bonus items. We all paid a lot of money for it; we should have what we paid for.
