Once you've had a moment to download it, can you confirm if this is still happening?
It's finally working, I had to reinstall it after the update (again) but it's letting me compile shaders and get to the main menu for the first time since Patch 1.
This is still happening for me, but it's not at startup - it's usually about 5-10 minutes into the game.
