Rename the folder named shader_cache (Not 100% sure I got the naming right) in the game directory. It resolved this issue among others in my case. :)

That is not a solution, that might solve the startup issue, but it then causes the game to sutter as it does not have the cached shaders

Never said it was. It is a workaround. New ones will be generated as far as I could see.

Your CPU is quite weak hence why it takes so long. The better the CPU the faster it will verify shaders.

compiling the shaders in this game is the longest i have ever experienced with any game. It is way too long....it shouldn't take this long when other "aaa" games takes way less time.

9-10 minutes everytime

That's strange. I have an i9 10900k and it took around 10 minutes when I first installed the game however now every time I load the game it takes a few seconds. You can try the fix on Nexus Mods but I think your CPU is strong enough that it won't have much of an impact.

Do you have the game installed on a HDD or an SSD? I initially installed it on a HDD and the shader loading was sloooooooow. I shifted it to my SSD and now it just zips through it.
