Elevator in cornered in the catacombs quest bugged

I popped all the blight blisters and the one on the elevator but i cant get on the elevator it is fenced in and the blight archway is blocking the lever. I have tried everything. I changed companions...

I had to complete a different quest and then because it went to a cut scene, the elevator was at the ground so i could use it when i went back

What quest did you do?  Ihave the same problem and it makes me hecking mad. :P  Completionist in me wants to do everything.
