Update on this: after this is partly a Steam Controller issue, I rummaged through the intestines of Steam and disabled Steam Overlay. This fixed part of the problem, namely the weird sudden camera yanks and jumps.
But my control scheme keeps switching from controller layout to keyboard. It's very, very annoying.
