Frame rate cap resets on every game start (PC, Steam)

More or less just that - every time I start the game, my frame rate cap, which I manually set to 30 since I'm on the lower end of the spec ... spectrum and it helps CPU usage, resets itself back to "...

    No. It was also not addressed by the first patch. Kinda frustrating it hasn't at least been acknowledged as an issue.
