Healing potions no longer work since the most recent patch

After updating the game with Patch 4, healing potions only replenish a tiny portion of health. It takes 4 potions to completely refill my health bar. Companion healing abilities only work some of the time. I have not changed any of my gear. I’m also getting an animation with purple scorch marks when I use a potion. Other posts that I’ve seen indicate this could be related to an amulet called the Burden. I have this in my inventory but have never equipped it. I tried equipping it and then changing to something else but the issue persists. I also tried a number of old save files and the issue seems to stop happening if I reload a save from prior to the Seige at Weisshaupt. I’m not willing to go that far back and redo 20+ hours of gameplay. How can I fix this issue? This bug makes the game almost unplayable and definitely unenjoyable.
