High CPU usage; stutter every time when NPCs are around

The game has very high CPU usage in general (for no apparent reason), which makes it completely CPU bound on my system. Also when NPCs are around, especially in cities, it will lag and stutter a lot and drops below 60 FPS.

It usually runs at 60 FPS (VSync on) and it doesn't really matter that much what graphics settings I use or if I enable DLSS or not, as it is CPU bound which sucks.

System:

  • Windows 11 (64 bit)
  • AMD Ryzen 9 3900X 12-Core Processor, overclocked to 4.3 GHz
  • NVIDIA GeForce RTX 4060 Ti (8 GB VRAM)
  • 32 GB RAM
  • Desktop and game resolution: 1920x1080

Look at the screenshot. There isn't much going on in this scene other than NPCs standing around (!) and a lot of my CPU core are around 80%. 51 FPS and terrible frame timing. What is going on here?

  • It seems to be processor dependent, mostly impacting more recent processors, mostly Intel, but a few AMD as well. For example, my Intel 11th generation i7-11850 only shows ~6% CPU utilization at any given moment for the game, but several people here have posted that their 12th, 13th, and 14th generation Intel processors are running at neatly 100% constantly. I have a feeling, at least for the Intel processors, that it has something to do with the Intel Thread Director somehow making a mistake in how it is assigning and scheduling processor usage.
