I also found this issue on xbox. While doing the quest "a murder of crows" i noticed he had no skill points. I loaded earlier saves and it seems his points were lost during Davrin's quest "a friend in need" or Taash's quest "slaying the fangscorcher".
FWIW Lucanis is hardened and was not in my party for Davrin's or Taash's quests i mentioned. I'll load the save from before the quests and see if i can find when exactly the bug pops up
