Lucanis massive late game bug I think. beware spoilers.

I was experiencing the same thing, hours after I completed his companion quests he still did not receive hero status. I decided to do more crow quests and then checked back in the lighthouse, he had dialogue asking if we could do more for the crows. I returned to Treviso and there was a quest to take down the governor. After I completed that it triggered more dialogue with Lucanis at the lighthouse. After that he received hero status.
