Murder of Crows Quest Missing From Log

I got the conversation starter for the murder of crows quest but it is missing from the quest log?

    I have since found you have to complete For the Love of Treviso before you can do the Murder of Crows!

Hi!

I was able to complete it after I did the Love of Treviso quest. It disappeared from my quest log until after I completed that quest and then it was available.
