No DLC items chest?

Yeah it feels like that to me as well. I've had this issue since the game released so you can imagine how frustrated I am. Now that they stopped the patches I'm not sure if they  will ever fix it. I think it might be account bound.

I tried using a save editor just to see if it would work. If you don't own the DLC even if you select it in the editor it won't appear in your game but if you do then it should appear. It did not appear, as if I don't own it. I talked to EA Chat again and the guy asked me for my account password :/ . He'd already said he'd pulled up my account. I told him no and to get the information about my account on his end. He then parroted back to me everything I told him that I'd already tried as if it were a new suggestion. Then he told me that he couldn't help me and that I needed to ask for help here. (That's another thing I mentioned to him that I'd already done.) It's starting to feel like they really don't care. Veilguard didn't sell what they wanted (the bizarrely simmy artwork was a big factor not it's lack of multiplayer) and they got our money so they just don't care. They've more or less moved on from this game. Yet they were like a dog with a bone on Anthem...

I've been reaching out to support and have been told to wait; it's a bug and that if it is important enough they will fix it. That's what Sumit T. said anyway.

Is this your first playthrough? I've tried starting a second game neither of them have the DLC. I do have the Mass Effect content but not the Preorder or Deluxe Edition bonus in either my old or new game

STILL NOT FIXED WITH PATCH 4

I just created a new character and got to the lighthouse and it still doesn't show up for me.

Notes:

1. It is not working for an existing character that is quite far into the main story

2. has worked for two new characters created, the " bonus content message" and the chest spawned on the first visit to the lighthouse 

3. importing a character's appearance in character creator causes the game to crash; the suspect reason for "bullet point one" above is that the playthrough is based on an imported character "before this issue got fixed." 

Yeah it seems quite random. I've done 3 characters and it hasn't showed up for any. 

Same issue on my second play through.  First one with a messed up but with Regrets of the DreadWolf being unable to to be completed, make a new play thru while I wait, and this one doesn't have DLC.  This is a bummer Bioware. 

I'm having this same issue. Finished my first play-through and started a second playthrough, and my son is also starting a playthrough on my account. Only my original saved character has access to the deluxe content. Neither the second or third character slots are able to access it. No message appears after waking up and talking to Varric. No chest appears. And the relevant items are X'd out and listed as undiscovered in the Wardrobe. This is true for both characters, but again, not for the original character I made.

Seems consistent with everyone else -- only the character first created on the account gets access to the items. Hopefully this can be resolved and not take another month, because it's a real bummer to not have access to the items I paid for.
