Same for me. Was using Nintendo Pro Controller and after Patch 4, I couldn't use the left joystick to select from the R1 menu. Like those who have already responded, I fiddled with unplugging all peripherals, making sure there were no other bluetooth devices, and played with Steam overlay settings. Nothing worked.

Consequently, I switched to a PS4 controller. Seems to be working for now.
