Vigilant Greathammer Stagger Decrease

I think this might be since the latest update but for anyone using the Vigilant Greathammer, have you noticed that the Stagger has been massively nerfed? 

It was well over 1000 for me but it's now just under 650. I didn't see anything in the patch notes to say they were doing changes to weapon stats (unless I'm being blind).
