Vram Bug! please patch this Problem

I don't think this is a max setting problem; I run on "High", on an older gaming laptop (RTX 2070, 8 GB VRAM), and I was impressed with the performance and overall appearance of the game at launch. Since patch 1, I've been experiencing similar issues that I assume are related. Before the patch, I could play as long as I wanted with multiple zone switches and no lag or stuttering except after multiple sessions (basically just required restarting the computer once daily). Now I notice that after a few zone switches, I start getting stuttering, video lag, and frame freezes that cause my camera to **bleep** to the ceiling. The issues get worse if I reload a saved game after continuing play. I'm now having to end sessions and restart the computer multiple times per day.
