Can the "in-game overlay" button be customized?

The default button assignment for the in-game overlay is 'Shift+F1' , and I've recently started playing a game where it'd help to change this to something some involving the function key at all

Am I missing where the option to change this is located, or does this feature simply not exist? 

You'd think it'd be in,  EA App > Settings > Application, and in the In-Game Overlay menu...
