Everytime I try I follow the steps to unlink my Xbox and Steam Account but for some reason it doesn't work, it just doesnt do anything. I know I am banned from Fifa (I actually don't know why since I haven't done any cheats) but as far as I know that doesn't matter (I've read that I can't unlink if the account itself is banned).

As you said, platform accounts can't be unlinked if the EA account they're connected to is banned. If the EA account is banned in any title, then I'm sorry to say that you won't be able to unlink Xbox or Steam from the account they're currently linked to by design.
