It could indeed be the case that due to the age of the game, they aren't able to be redeemed in Origin and 'exchanged' for a digital download. When this is the case, it is very often because there is no digital download available of the game that you want to 'exchange', or the game codes have changed in the meantime.
Have you actually tried to redeem the activation code, that came with the CD game, in Origin already? If so, do you get an error message?

Back in 2015 I bought physical/retail 10th Anniversary MOH 7 CD pack. Trying to register the keys on Origin this happened:
MOH Allied Assault - Valid
Spearhead expansion pack - Invalid key
Breakthrough expansion pack - Invalid key
MOH Airborne- Invalid key
MOH Pacific Assault Directors Edition - Valid but not Directors Edn
After spending an hour each with 3 different EA customer service support reps I'm told that there is nothing that can be done, (even though they all came in the same pack). One guy eluded that 3 of the keys may have been issued prior to Origins data base being compiled hence why the keys couldn't be found. Even so, I was told my case couldn't be escalated irrespective that the games/packs are still being sold digitally.
Best advice to far was to install them via CD if I want to play.. thing is, it's 2022 and my PC doesn't have a disc drive. Even if it did these CDs, cases and keys I'm lugging around are degrading... That and EA wants it's client base to move to Origin but isn't accounting for it's player base with 'sunset' titles.
