Community ManagerHey all, even Steam requires that you be online when setting your Steam client to offline mode.

No it does not. Instead it offers offline mode if determining that there's no internet connection.
Without the need to be online first.
(I'm not talking about when you first install and set up Steam, which ofc does require internet connectivity).
