App not loading even after repairs and reinstall

I have tried EVERYTHING. I've just got on my laptop to play Sims (it's been about a month since I last did) and the EA app wouldn't open, giving me a background services error message. I ran task manager and ended them, but that didn't work. So I tried to reinstall and run a repair... That didn't work. I tried updating my laptop, restarting, uninstalling etc etc NOTHING works. I've done everything multiple times in every order. Is this an EA issue?
