When you moved it, did you move the "Origin Games" folder as well, and did you move to Program Files, or to Electronic Arts?
I moved only my DAI folder over to Program Files, and it didn't require me to redownload. Sorry for asking so many questions, I just wanna be sure we're on the same page in case there's some way we can get it working for you.
Also, I believe when I launched it, I launched it from the .exe in the Program Files > Dragon Age Inquisition file, as opposed to clicking play in the EA App. Maybe you could give that a try and see if it's any different?
EDIT: I also copied the DAI folder rather than moving it, so it's now in two locations. Maybe that's where the issue is arising. The installation location for DAI hasn't changed in my EA App, so maybe yours is still looking in the previous location for the files.
EDIT 2: Hah, well, it was working for a little bit anyway. I got to sit down and play about ten minutes before this stopped working for me as well ... if it ends up working for you, that'd be great, but if not then it looks like we're in the same boat again. ☹️
