DLC's Working on EA App, but not Steam

hey everyone, so I wanted to ask if I'm the only one having this issue. I am currently a user of the Sims four on Steam and EA. 

however, I want to access the summer sale and purchase some DLC's for the game, but for some reason on Steam, it's not allowing me to access anything in relation to Sims 4. but on the EA app, I am allowed to buy some stuff. I think this is due to me being in the Middle East specifically the United Arab Emirates however why am I not able to access the store page for Sims 4 either? And why would I be able to buy DLC's outside of Steam for Sims, but not directly on the store page...?
