Error: INST - 3 - 1719

I was trying to install the app, and even though I've restarted my computer, deleted, and reinstalled the app, the error continues to appear.

I followed the steps in the solution, but I'm not seeing any results.
Please help me solve this problem.

    olá, sou brasileiro e estou com o mesmo problema, caso tenha encontrado o problema poderia me dar uma dica ?? desde já agradeço e se conseguir uma solução mandarei pra vc tbm .
