error issues ongoing for over a week

permision error won't go awa when redowloading my sims 4 game tried everything it download to 100 and then just pauses there been ongoing trying to figure out wha is wrong and nothing works even followed the same problem been talked about on here and not didn't work redowlosded the appand all no sign of filesgetting in the way made sure to back up the file but that didn't work. I think looks like I have to start allover again. but I am done with this to honest its everytime I turn on the game it has an issue and wants to upload. I wasted so much money its shocking
