When you clear the cache, you delete all temporary files. That includes the files that you have downloaded so far when having an active download.
You would have to restart the entire downloading process after clearing the cache.
It's not a bug, but this is what happens when you clear the cache when having an active download.
I too have this issue.
But, it's not active downloads; it's entire game installation folders (these are not temporary files).
The games have been downloaded and successfully installed, and played. Then suddenly, the EA App stops working, and on a recovery it deletes the folders the games have been installed into.
Mine has now done this too. Removed nine downloaded games, games I had played just a few days ago. They're entirely gone and so are all my saved files.
