Games stuck on downloading 0%

When opening ea app normally (non administrator) the download button or landing page for the game just keeps on infinitely loading, however when I run it as administrator it shows the download button but on the sidebar shows downloading... and installing... in the page for the downloads, if someone can help please tell me.

tried going to support multiple times, clearing cache, fully uninstalling ea app and removing registry files, nothing is working, thinking about re-installing windows
