Kayaks don't work in Sulani

Built a playground lot in Sulani and the kayaks do not work in the ocean. It returns "Kayak must be placed in swimmable water to do this." They are in swimmable water, because uh, its Sulani and it is the ocean, and uh, everyone is swimming.
