Error Code inst-3-1316 when trying to reinstall

Hi! My Sims 4 stopped working and, since I don't have mods or cc, I decided to uninstall and reinstall the entire thing after some very thorough troubleshooting. 

When I reinstalled EA, it gives me the error inst-3-1316, which I believe is something to do with an account already existing. 

I would really like to solve this, but I can't find any feasible answers online and I'm not confident in my abilities to troubleshoot alone.

Is there any solution, or is there a way for me to try to fix this?
