it seems this may be a registry issue, old registry data from any time the game was installed via xbox pc gamepass subscription (at least this was the cause in my own case).
the registry editing guide below helped me perfectly, instantly allowed me to boot the game without hassle via steam (and then the ea launcher) after performing the reg edits, having had the same above problem:
