No launch entitlement for SimCity Societies Destinations (DR:104042800)

The EA app never issues the licence for my SimCity Societies Destinations add-on, so Destinations can't be launched.

• The EA app log (ProgramData\EA Desktop\Logs\EADesktop.log) says on every start: "Skipping license request because no launch entitlement was found for offerId=[DR:104042800]". DR:104042800 is the Destinations offer (slug simcity-societies-destinations).

• "Manage add-ons" shows Destinations as Installed (2.92 GB), but launching it is routed to the base game offer (DR:80737000), and only the simcity5_na licence is ever issued, never simcity5_cp1.

• Already tried: Repair, a licence cache reset (App Recovery > Clear cache, reboot), and running the EA app as administrator.

Live chat confirmed it's server-side and logged a bug (case 257720257; EA Help report 70b2620b-9489-4756-ac60-9c224db28759).

Also: the game page only shows "Standard Edition owned", and launching SCSDestinations.exe just starts the base game. Support's suggestion to copy the Destinations folder into the main install folder broke the base game; I had to undo it with Update + Repair.

Could someone from the EA app team check why my account has no launch entitlement for this offer?
