Pop up says "game data incomplete"

I've done every fix I can think of and have seen online. Nothing is working to make my paid add ons usable and ea has the worst customer support system I've ever seen. I've spent over $1000 on this game and there's not even a live chat agent? Idk what to do. I want to fix this but nothing is working. I'm not on my 6th reinstall. Does anyone know how to get my add ons back? I don't do sharing or whatever and I'm on the account that I used to buy the content.
