That doesn't seem like a great experience, but there are a few things that you can check.

Some monitors have a DCR setting, which you can switch off. As you're using a monitor (instead of a laptop) I don't think that changing any Windows settings in relation the the brightness would help. 

Please try switching off the DCR setting on the monitor and let me know if it changes anything.
