Have you tried launching the EA app first in offline mode before starting up Steam in offline mode and launching the game? We'll want to try launching the app in offline mode prior to having Steam launch the app up instead to see if this works for you.
@EA_Solaire I have tried it before but did it again just to confirm - it does the same thing I explained above.
I also tried running it directly from TS4_x64.exe and also right-clicking TS4_x64.exe and running as admin, both while EA App and Steam were both in offline mode (EA App was set offline first). This does the same thing as pressing play in Steam. Trying to press the play button in the offline mode EA app while Steam is offline doesn't appear to even try to do anything.
I am unsure whether or not this is related, but another piece of info that might help is if the EA App is set to offline mode and Steam is online, I get error EC 203. I don't really have a need to have the EA App offline and Steam online though so unless the error is related it won't matter.
I have tried again with updated app & fresh install and still can't get it to work. We had a 12 hour long internet outage this week, I'd still love to be able to access my game offline like I could when I purchased it... I also can't seem to find any definitive, official information on if this is supposed to work or not. If it's not supposed to work I'd love to get it forwarded to the team working on the App as feedback instead :/
