@puzzlezaddict Thank you so much for all the info! Unfortunately, I did not get any further than before. I have attached a few screenshots.
I did put in the exceptions you suggested into my firewall to see if that helped. We did recently get a new firewall so I thought maybe that was the issue. However, once I tried launching the game both from the EA App and from the desktop icon, I got the "Preparing game" popup from the EA App, and then the "Failed to launch game" error in the EA App.
I did create a local account on my PC and tried to run TS3 on that profile. I got the same "Failed to launch game" error again. I pulled up the Reliability Monitor, and it shows no errors for today.
I wasn't sure if there was a difference between just double clicking on the desktop icon and right clicking --> Run as admin, but I got the same results for both. Even for the fun of it, I had my husband try to download just the base game on his PC to see if it was just something with my PC or not. He also got the same error.
