I am having this issue as well, as of 30th of August 2023.
I have The Sims 3 base game and almost all of my packs installed and have done since last year. I think the issue is now the EA App isn't supporting downloads of Sims 3 and/or it's packs (add-ons). That's just my thoughts but either way it's not right, we should be able to play with games we purchase regardless of their age.
I am trying to download Fast Lane Stuff and Outdoor Living Stuff but the EA App is stuck on The Sims 3 "Preparing" and won't go any further. It says Fast Lane and Outdoor Living are queued for download after The Sims 3 "Preparing" but even when I cancel The Sims 3 to try download these two packs it still doesn't work.
EA PLEASE HELP US.
EA simply isn't going to bother helping people on this issue. I've been contacting their support since February, and they have done nothing to assist me.
I even opened a complaint with the Better Business Bureau, and they responded that they had "properly addressed" my issue, even though they hadn't fixed it or refunded me. EA clearly doesn't really care about supporting customers who have been sold a faulty product.
My recommendation is to reach out to them on X, Trustpilot, and the BBB. Maybe if it becomes visible enough, someone might bother to do something. Then again, it's EA, repeatedly voted Worst Company in America by Forbes, so maybe not. . .

EA just closed my latest Case (I've made at least 6 on this issue), marking it as "no fix available". When I try to reopen the case or open a new one about Sims 3, I get the second error message saying no help is available. Please see attached. They have no intention of fixing this. I recommend not buying any more Sims games with them, since they clearly don't intend to support add-ons that have broken since the release of their new, worse app. They have no sense of responsibility about it.
