An answer to this I have seen is:
The EA App may be the issue here, not Sims 4. So, try force-updating it. Go here:
C:\Program Files\Electronic Arts\EA Desktop\EA Desktop
and launch the EAUpdater.exe.
If that works it'll be a miracle because there's a lot of people in that post including myself that have tried that and it still doesn't work.

Sadly, I just tried this ^ and it did not work ... :{ I'm having the same issue. My game was literally working two days ago and working just fine, all my mods are updated, and the game was updated, I even tried taking my mod folder out to see if it was the issue, it was not. Very sad I can't play the sims 4 right now. :{

I uninstalled my game and reinstalled it, got rid of the EA app and reinstalled it and did the suggested updater and it STILL doesn't work. Seems to be a bug with the newest update.
