I'm still having this issue. I'm unable to update or play The Sims 4 because of this. I have 12 GB of free disk space and I can't free up more space. Also, it shouldn't be my responsibility to free up more space if the update doesn't actually need that much space. This is clearly a bug in the EA App and should be fixed by EA. How come I can't use the product that I've payed for?!
Issue now is the fact that update requires 19GB please see
THIS NEEDS A RESOLUTION ASAP an update should not require the same amount of strage space as the entire app!!!!

Exactly. It's honestly ridiculous, to get enough space to install the update I would have to delete The Sims itself just to get enough space. Please fix this EA.

@EnidFairfax @Lucy82x @Phileinn @livsimpsons and anyone else affected, please list the free and total storage you have available on your C drive as well as the drive where you've installed Sims 4 if it's not C. You can open a File Explorer window, click This PC in the left panel, then use Windows key-shift-S to capture the part of the window showing the drive data. Please either post this screenshot or write out the info.
Please also post a screenshot of the error the EA App is giving you when you try to update.
At least one person has reported that repairing Sims 4 helped get around the error, so you can try that too.
