Downloading the old origin exe doesnt work for me, because as soon as you launch it, it has a popup which tells you to install EA app.
You can't minimise or close that without closing the app.
For anyone else struggling this works:
WHAT FIXED IT FOR ME:
Make sure that in your task manager in the STARTUP tab - "XBOX APP SERVICES" is set to disabled so it doesn't start on its own.
Then, open your menu start and type in 'services'. Open that system app. We're looking for EABackgroundService. If you focus the list of services and start typing "EA" you should be able to find it easily. Right click it, go to Properties, and set it to Manual.
Now that we got this out of the way...Restart the PC and immediately before doing anything else, open your EA Desktop folder and double click on "APP RECOVERY" shortcut. It's probably located in C:\Program Files\Electronic Arts\EA Desktop\EA Desktop
Clear the cache, log into your account and install the game you want. You don't have to repeat the first few steps from now on.
DONE!

If I can find that fix in ten minutes, how come EA support staff dont know it after several months?

Yeah, this still doesn't work for me two years later. Friggin crazy, and there still isn't a response from EA.
