After upgrading the Roaring Skyscraper to level 15 the app turns mostly black and white and flickers like a strobe. The problem goes away if I store the building. I deleted the app and installed again from the app store. That did not fix the problem.
It isn't an issue, it is the effect the skycraper produces. Simply switch it off.
That's the whole point of the tower! It creates a City Wide Effect, making your city look like it's in the 1920s.
Tap the building and you'll see an orange button to enable / disable the effect.
I assume this could be the effect which this tower produce. Switch it off and look if all is normally again
