Welp thanks to me double checking google search
The solution was to edit registry
Solution:
Go to: Computer\HKEY_LOCAL_MACHINE\SOFTWARE\BioWare\Mass Effect Andromeda
Then change Install Dir to the place where you moved Mass Effect Andromeda
