Why can't i import friends from xbox into the EA app (windows 10)

I convinced my friend to play plants vs zombies: garden warfare 2! However, I am using windows 10 and he is using Xbox. I have him friended on Xbox but yet when I try to import Xbox friends I always get the exact same error saying "Something went wrong we encountered an error and can't complete your request. try again later"! i have tried everything including, clearing my EA app cache and running in administrator but yet it doesn't work please someone help!
