Problems creating a club in Career Mode

I'm trying to create my club in Career mode, but when I get to the screen to choose a league, only the Premier League appears, and when I try to replace a club, only Arsenal appears. I want to start in the English 4th division, but I can't select that league. I ask EA to fix this bug.
