Saw this on Reddit for the EA upgrade for SCBI. Beyond me why they couldn’t have done this them selves. Guess they couldn’t as it probably too hard for them to do. I hope this explains and gives you some sort of hope going forward.

There isn’t a solution to this issue.
The person who made the chart is trying to help other players. Rather than just complaining about everything.
No-one is forcing you to use it.
I am the messenger..I am trying to help coz EA ain’t, now if you don’t like it just delete the game and move on!
Thankfully, I don't have to worry about any of this! Because I deleted the game/app off of my Ipad two days after all of my cities I'd spent 8+ years building, were suddenly destroyed by this idiotic "services 2.0" update. It was fun while it lasted.

This is false actually; there's really no hope because you can't get the city running smoothly without massive redesigning because the new service buildings do not support the same capacity as the old ones. So even if you fully upgrade everything, you'll have to tear down buildings because there won't be enough coverage for them all. Or you could try to have duplicate service buildings but, I found that it doesn't really work and is super buggy, they don't overlap to distribute service evenly and it constantly shows buildings without service even though the service is available. I spent a week attempting to resolve even one region and found no possible way, even a new section I started from scratch I could not get functioning properly. I gave up and joined the mass exodus as the game is now unplayable.
