Can’t create a child account

I’m trying to create a child account, following help article to enter their date of birth and country to start. I click submit and get a message saying they don’t meet the criteria.  I thought it should prompt to enter an adult email address and verify but I can’t get this far. 

I’m in the Uk and my child is 9. I have tried doing this in the EA app and also on the browser. Any idea why it’s blocking it?
