Do you have a second EA account, and if so, have you used it recently?
- Close EA app and Steam completely. (not just minimized in the tray.)
- Press Windows key + R to open the Run dialog box..
- Enter or copy and paste: "%ProgramData%\Electronic Arts\EA Services" (Without the quotes) > hit ENTER.
- Move the "License" folder to your desktop. (It must be gone from the original path.)
- Test the Mass Effect games.

Hi, sorry it took so long to reply, it's been a busy week.
So firstly, I did try what you suggested. Unfortunately it didn't help. Secondly, no, I've never had another EA account, only this one. And I'm the only user on this computer, with just one profile. I've also only ever had one Steam account.
Your question did make me wonder if someone mistakenly messed up the account the licenses are attached to during that first conversation I had. But I think fundamentally, the problem is that they disabled the licenses, and now they're basically claiming they can't do anything about it and I have to ask Steam to fix it (which is nonsense, because they can't). Again, I have no idea why they were disabled. A different EA advisor told me it wasn't done manually, so something might have triggered in the system to do it automatically. I can't imagine what, and later advisor said Steam did it and can tell me why. But my Steam licenses are still active, and Steam couldn't have affected my non-Steam games at the same time, so none of that names sense. And no, Steam doesn't know what's going on and can't fix it.
For what it's worth, the usual error message the EA app gives me when I try to open my games is "You don't have access. This title may have been downloaded to your device by another user who owns the game. Log into a different account or restart the app to try again." (I've tried clearing the cache, logging out and back in again, and reinstalling the app, all multiple times). When I run both Steam and EA as administrator, the message is "Game ownership disabled or deleted. Your access to this game has been restricted. Read our help article to find out why this happened and how to fix it." (Needless to say, the link isn't helpful and mostly just leads me back to contacting chat).
