It might be something which you'll need to persevere with at EA Help, as they're the only people who can change account details if you're not able to do so yourself.
However, just to check first of all in case there is any advice we can offer here, are you using the "Account information" section of your EA account to try and add the mobile number before getting the error you mention? Also, is this an additional number you're trying to add, amend an existing one, or are you looking to link a mobile number for the first time?
Edit: Also, just to check, have you used the mobile number you're trying to add in the past for a different EA account?

I am trying to add a mobile number for the first time. I am using the account information section and the security and privacy section. I have talked to several advisors who claim they cannot add a phone number on their end.
You could try a different browser or while in Incognito mode in case the problem is something browser based, but I think that you will most likely need to try again with EA Help.
They have access to account details, and are the only people who can help amend accounts, so to me it does not make sense what they're telling you.
I tried in Incogni mode with the same result. I could try reaching out again but I'll likely just get the same response.
