What issues did you run in when you tried to set up the teen account last time?
And are you trying to create a brand new EA account for your son, or are you upgrading their child account to a teen account? From what you're describing it sounds like it might have been a child account previously.
If that is the case, the account should usually upgrade automatically to a teen account once the child reaches the minimum age of the respective country (more information on upgrading to a teen account here).
