Well, that's where I started after reporting the user in-game. However, when I went to follow up on the website, the user's name was either not present or redacted in my recently met list. This is required to do the online form. So, all I have is that case number to reference. If you can show me a way to get it reopened, that'd be super. I cannot do it using the forms, though.
