can't connect with friends on steam - it takes two

Hi, my partner has just bought the it takes two game and i have downloaded the friend pass version, we have connected our steam accounts as thats what we've bought it through and it says no friends can be found in either of our lists, we have checked our privacy settings and have them all available to be searched including email address which we've also tried, says no results found. ive even tried my sisters account which won't work either. He cant search me and i cant search him.
